Scientific Journals Plan To Publish Contentious Bird Flu Research

A government advisory committee has reconsidered its advice to keep certain details of bird flu experiments secret.

Revised versions of manuscripts that describe two recent studies can be openly published, the committee now says. The decision could help end a contentious debate that has raged within the scientific community for months.

In response, the editors of two journals immediately said they planned to publish the research soon.

The editor-in-chief of the journal Nature, Philip Campbell, said in an emailed statement that his journal was delighted at the news. "Subject to any outstanding regulatory or legal issues, we intend to proceed with publication as soon as possible," Campbell said.

The editor-in-chief of the journal Science, Bruce Alberts, said in a statement that his journal "will proceed in an expedient but careful manner" to publish the research in full.

Late last year, the National Science Advisory Board for Biosecurity reviewed two papers describing experiments on bird flu and recommended that science journals not publish the full details. The concern was that the information could reveal how to create a contagious new form of the bird flu virus that could potentially be used as a bioweapon.

U.S. government officials accepted that assessment and began working to set up a secure system for sharing the sensitive information only with scientists who had a legitimate need to know. But officials quickly realized that thorny legal issues were going to make it very difficult to develop such a system for researchers all around the world.

Then, in February, a group convened by the World Health Organization called for full publication of the bird flu studies, saying that widely sharing the information was important for public health efforts to prepare for flu pandemics that might emerge in the future.

Government officials consequently asked the NSABB to take another look at revised versions of the manuscripts, plus additional information. In a two-day meeting that ended today, the panel of scientists and security experts heard from the researchers who did the work and also got a classified briefing from the intelligence community.

The NSABB now says "the data described in the revised manuscripts do not appear to provide information that would immediately enable misuse of the research in ways that would endanger public health or national security."

In addition, the committee cited new evidence that "underscores the fact that understanding specific mutations may improve international surveillance" to detect an emerging flu pandemic.

The vote was unanimous for one of the revised papers, from a group led by flu researcher Yoshihiro Kawaoka at the University of Wisconsin-Madison.

But not everyone on the committee agreed about what to do with a study from the lab of Ron Fouchier of Erasmus Medical Center in the Netherlands. For that revised paper, the vote was 12 to 6 in favor of openly publishing the data, methods and conclusions.

The committee has no power to enforce its advice, but its views do carry weight. The flu researchers and science journals have voluntarily held off on publication since the NSABB gave its initial recommendations.

Meanwhile, the government is taking steps to try to prevent a controversy like this from arising in the future.

Yesterday officials released a new policy for overseeing biological research that could potentially be used to threaten the public. It calls for screening proposed and ongoing government-funded research projects that involve 15 particularly nasty pathogens and toxins, such as Ebola, anthrax and highly pathogenic bird flu.

If it appears that experiments could yield potentially dangerous information, officials will have to develop a plan to mitigate the risk that the work could be misused. In some cases, the work could be classified.

RIM also confirmed that CTO David Yach would be retiring as well, and that COO Jim Rowan as "decided to pursue other interests," but hasn't offered any indication of a broader shakeup beyond those three departures.

As for the fourth quarter earnings, RIM is reporting revenue of $4.2 billion, down 19 percent from the third quarter, and a GAAP net loss of $125 million. Total BlackBerry shipments for the quarter dipped 21 percent to 11.1 million units, while PlayBook shipments totaled 500,000, which is actually a new high water mark for the tablet. This is also notably the company's first quarterly earnings under the leadership of new CEO Thorsten Heins, who admits that the RIM faces some "significant" business challenges over the "next several quarters," and says that he's "taking the necessary steps to address them." That includes "increased management accountability and process discipline," as well as what he describes as a "comprehensive review of strategic opportunities including partnerships and joint ventures, licensing, and other ways to leverage RIM's assets and maximize value for our stakeholders."

When I started writing this blog initially, I used to write a lot more about my family. I got some of the best feedback from stories about my?mother and my childhood. After a bit, a few people who read this, that I actually know in real life started emphasizing how my family would feel if they were to read?it. Then I felt bad. I felt like I shouldn?t be having a very public, world-wide laugh at their expense. Most days I still feel like that, but not today. The fact of the matter is that this shit is true. I couldn?t make this up if I tried.

I had received some emails?with questions about what the rest of my family was like and what kind of childhood?I had. This is my family tree.

My Mother

Some?of you have read my earlier posts where I mentioned my mother. People have told me that she would be great for a sitcom or a movie character.?It?s a nice thought, but she actually exists in real life. TV could never capture her. When I was younger, my mother was a very unhappy woman. Truthfully, she?was dealt a really shitty deck of cards. No one?could have played them well. I remember driving with my mother, in a car that had been?sold to her for $500 on the?front yard?of a trailer park, and complaining?about her?smoking with the windows rolled up. It would make me sick and I could tell when I went to school that my clothes reeked. I remember so clearly how she turned, looked at me and said, ?cigarettes are the only joy I have in my life.? I was in second grade, but I knew that meant her life really sucked. I figured if that was the only joy she had I shouldn?t mind the 3 packs she smoked every day. I don?t have a single childhood image of her without?a cigarette in? her mouth. This woman washed her hair with one hand and smoked a cigarette with the other. There are still burn marks on the side of her bathtub. If you?re familiar with my early posts, you also know that she has a tramp stamp and a few other bad tattoos. They are in very poor taste, but they truly reflect her life story. She was a single mother, raising 3 kids that she never hesitated to tell a person were all ?mistakes.? She wasn?t home much because she was out working shitty jobs and making no money. There were lots of boyfriends,?even?a?couple engagements, some stints with drugs and?various?mental health disorders. I was well into my twenties before I realized that she wasn?t as much of a complete bitch, as she was a trooper. I moved out of her house when I was 14 and didn?t really have a relationship with her until the past year or so, after I broke up with my ex. I figured if anyone knew about failed relationships, it was her. I had been out of touch with her for so long, that she had become a completely new and different mom. Mom4GS. She got married to a nice guy, renovated her house and found herself in a career. She really got her shit straightened out and I?m happy for her. Sometimes it?s still weird. I?m thankful I got the chance to meet her again.

My Father

My father is arguably the most hardworking man alive. In fact, he is so hardworking that one day, when I was 8 years old, he went to work and never came back again. He must be putting in a lot of overtime. When he didn?t come home the first few days, I knew that he was gone for good. People always ask if I worried that he had been hurt or kidnapped or something, but usually when that happens people don?t clear out their drawers and pack their bags. It made things really difficult on my mom. His disappearance catapulted the?series of misfortune that was to come in the years ahead. bankruptcy, abusive boyfriends and things of that nature. I had to go to a very exclusive group at my school called, ?Banana Splits.? It was run by the guidance counselor. Any time there were family days or activities, we would get pulled out of the room to talk about our ?feelings.? It was supposed to be discreet, but it didn?t come close. On the last day of school, the counselor let us eat banana splits to replace the dad deficit. That is the best logic I could ever get from it. There were lots of times growing up and even sometimes now, when I could have really used a dad. I still have not seen or heard from him since he went to work that day. It?s been 17 years.

My Older Brother

Ugh, god. What do I say about this kid? Dumb as a rock?no. ?He is my brother and I love him. However, it?s not easy. He is living with an imaginary disease?that causes him to be 17 years old for the rest of his life. While eating with him at a restaurant one time, he had this to say about his diet, ?I only eat once a day because I only?like really unhealthy food. I would never eat a fruit or vegetable. I usually just eat cheese steaks and shit. If I only eat once a day, it?s healthier and I won?t get as fat.? No, he wasn?t kidding. That is probably the most well thought out conversation he?s had in years. He is perfectly happy, approaching 30 and serving soup and salad combos at Olive Garden. I?m still learning to get off his case. If he?s happy, that?s good enough.

My Younger Brother

My younger brother is the nicest, most kind-hearted person who ever called in a bomb scare and got expelled from school. I mean that. He?s an amazing artist and an amazing stoner. He is covered head to toe in tattoos and piercings. People often get this hard ass impression of him, but that couldn?t be farther from the truth. He is really sensitive and loving. When we were in high school,?(pre-expulsion) he cried when our hermit crab died. It?s still buried somewhere in our mother?s backyard. He is still lazy and mooching, but he?s becoming more of a productive member of society. Thank God.

My Maternal Grandparents

My grandfather lived with us much of our lives, though we didn?t see or speak to him that often. I know. This is still a piece that boggles my mind as well. He was a man?s man.?Worked in construction, hung out at?the?Elks and drank a ton of booze. The booze is probably the reason we needed a babysitter even if he was home. I remember staying up late at night when my friends would sleep over and we would have to be quiet so we didn?t bother him. We would wait to see him stumble out of his room inebriated, in his underwear, and scratch his back against the wall, like a bear.?A very drunk bear.?He chewed Red Man tobacco and signed?his?Christmas cards?using his first and last name, never grandpa.?His gallbladder burst and poisoned his whole body about two years ago.?50+?years of hardcore booze ended up killing him. When I think of him,?I feel like I never got the chance to know him as well as I should have, but I still smile and?laugh.??

My grandmother is still alive and well. I believe she owns record-breaking amounts of swishy?jump suits and Reebok sneakers. I lived with her off and on a lot through my life. I was a teenager by the time I realized she had ever been married to my grandfather. They were completely opposite people, I could never imagine them being together. Although my grandmother is very dainty and cute, in an old lady way, she is also much like Stone Cold Steve Austin. It?s almost like she has no emotion at all. She blinks a lot and has very dry skin. She doesn?t cry or say I love you.?Her ring finger on her left hand is missing because when she was on her honeymoon 120 years ago, she was going down a water slide and her wedding ring got caught on a tiny hook that was used to?hinge covers over the slide. She continued down the water slide and when she got into the pool, she had to go back up to retrieve her finger. Medicine then wasn?t what it is today so they couldn?t reattache?the finger. My Paternal Grandparents

It is difficult to mention these two because I only met them twice in my life and it was prior to age 8. They are from Ohio. The first time I met them, we had to make the trip to visit my grandfather in the hospital. He was severely diabetic and due to complications, he was having his leg amputated from the knee down. We got there the day before the surgery. I remember?seeing him for the first time?in a hospital bed and not being able to take my eyes off?the leg. Due to lack of oxygen in the extremity, it was solid black from the knee down. To this day, I don?t think I?ve ever seen anything that scary.?A few years later, we visited for his funeral.?My grandmother is still alive, but refuses to talk to us. I don?t know why, but truthfully I don?t care enough to find out.

My Miscellaneous Brothers

I was about 12 when this boy came knocking on my door, looking for my dad. I had to let him know that we hadn?t seen or heard from him in years at that point. He went on to tell me that he was my brother. A half-brother. What was more bizarre, is that he has the same first, middle and last name as my older brother. This new brother was about 3 years older than my older brother.?Confusing, I know. ?Apparently, my father had abandoned their family as well and this kid came looking for him because he wanted to punch him in the face. This new brother also has a brother. So?I have a grand total of two half brothers. One of which I have still never met.

To top it off, when my mother got married, I gained two step brothers. They are very nice boys who love to hunt/fish/kill everything. It is difficult for me to find common ground with these guys. I use my fall back plan and get them drunk whenever we are together. One of them is getting close to turning 21. The other is still a few years away.

My Drunk Step-Uncle

This gem also came into my family when my mother got married. This guy is perhaps the drunkest?man alive. He?s had two heart attacks. I love seeing him because he reminds me of a cartoon character. He has a blonde ponytail and rosy cheeks. Regardless of season, he is always wearing a sleeveless t-shirt, cut off denim shorts and untied work boots. He has a very bad stutter. On Memorial Day last year, I had gone to a picnic at my mother?s house. Somewhere around 2pm, this drunk step-uncle came screeching into the drive way. He parked on the grass and somehow, fell face first out of the passenger door of his car. When he walked up to the area we were sitting, it looked almost as if he was fighting gravity. I filmed it. After he grabbed a beer and said the N word a few times, he told us why he was in such bad shape. Apparently, the mexicans who live in the trailer across from his had been making a lot of noise and bothering him. He went over to their house to ?cuss them out? and they let their dogs attack him. He explained that he shouldn?t have gone over there after finishing both a 30 pack and a 12 pack that afternoon. That?s 42 beers before 2pm. He has become a wonderful addition to this family tree.

New guidelines on how to save some of Europe's most threatened butterfly species have been published by a team of scientists co-ordinated by Butterfly Conservation Europe. The report covers 29 threatened species listed on the EU Habitats Directive. Each Member State has a responsibility to conserve these species. The new report will provide crucial information on how to achieve this goal and meet their international biodiversity targets.

The report entitled "Dos and don'ts for butterflies of the Habitats Directive of the European Union" was published in the form of an "Applied Conservation" paper in the newly launched open-access journal Nature Conservation (press release on the journal launch). It includes detailed accounts of each species, their habitat requirements and food-plants, as well as a list of dos and don'ts in the management of their habitats.

European butterflies are under huge threat and almost 10% are now threatened with extinction. The European grassland indicator shows that the abundance of 17 characteristic butterflies has declined by over 70% in the last 15 years. The main reasons for the declines are habitat loss and incorrect management. Many habitats are now either abandoned from agriculture, allowing them to become overgrown with scrub, while others are too intensively managed. The new publication is thus a pivotal step to get remaining habitats better managed.

Butterflies are sensitive indicators of the environment and populations respond very quickly to habitat change. Our new open access journal Nature Conservation is intended to make scientific information freely available to help conserve nature and create a healthy world for everyone. The journal aims particularly at facilitating better interaction between scientists and practitioners and its major goal is to support synergistic interactions among scientists, policy-makers, and managers."

NEW YORK (AP) ? One Los Angeles institution is buying another.

A group that includes former Lakers star Magic Johnson and longtime baseball executive Stan Kasten agreed Tuesday night to buy the Dodgers from Frank McCourt for a record $2 billion.

The price would shatter the mark for a sports franchise. Stephen Ross paid $1.1 billion for the NFL's Miami Dolphins in 2009, and in England, Malcolm Glazer and his family took over the Manchester United soccer club in 2005 in a deal then valued at $1.47 billion.

Mark Walter, chief executive officer of the financial services firm Guggenheim Partners, would become the controlling owner.

The deal, revealed about five hours after Major League Baseball owners approved three finalists for an intended auction, is one of several steps toward a sale of the team by the end of April. It is subject to approval in federal bankruptcy court.

"I am thrilled to be part of the historic Dodger franchise and intend to build on the fantastic foundation laid by Frank McCourt as we drive the Dodgers back to the front page of the sports section in our wonderful community of Los Angeles," Johnson said in a statement.

As part of the agreement, the Dodgers said McCourt and "certain affiliates of the purchasers" would acquire the land surrounding Dodger Stadium, including its parking lots, for $150 million.

"If they invested that much money, I'm sure they'll invest to get us a winner," said Tommy Lasorda, the Dodgers' retired Hall of Fame manager. "I wish them all the luck, and I admire them. I know both of them. I know Magic from the day he came into Los Angeles as a basketball player for the Lakers."

The acquiring group, called Guggenheim Baseball Management, has several other investors, among them Mandalay Entertainment chief executive Peter Guber, Guggenheim Partners president Todd Boehly and Bobby Patton, who operates oil and gas properties among his investments. Kasten is the former president of the Atlanta Braves and Washington Nationals.

"I am truly honored to have partnered with such talented individuals and to be associated with the Dodgers organization," said Walter. "We look forward to building upon the legacy of the Dodgers and providing long-term stability to one of the most revered franchises in baseball."

The 52-year-old Johnson played 13 seasons for the Los Angeles Lakers, winning five NBA championships and three MVP awards in a Hall of Fame career.

He retired from the NBA in 1991 after being diagnosed with HIV, the virus that causes AIDS. He briefly came out of retirement during the 1995-96 season and had a short stint coaching the Lakers. Since leaving basketball, he has been very successful in business, investing in movie theaters, a production company and restaurants.

He has also been an activist in the fight against HIV.

"I'm upset he didn't cut me in," current Lakers star Kobe Bryant said. "I'm going to have to talk to him about that."

McCourt paid $430 million in 2004 to buy the team, Dodger Stadium and 250 acres of land that include the parking lots, from the Fox division of Rupert Murdoch's News Corp., a sale that left the team with about $50 million in cash at the time. The team's debt stood at $579 million as of January, according to a court filing, so McCourt stands to make hundreds of millions of dollars even after a $131 million divorce payment to former wife Jamie, taxes and legal and banking fees.

Kasten is expected to wind up as the team's top day-to-day executive.

The other two finalists were:

? Stan Kroenke, whose family owns the NFL's St. Louis Rams, the NBA's Denver Nuggets, the NHL's Colorado Avalanche and Major League Soccer's Colorado Rapids. He also is majority shareholder of Arsenal in the English Premier League.

? Steven Cohen, founder of the hedge fund SAC Capital Advisors and a new limited partner of the New York Mets; biotechnology entrepreneur Patrick Soon-Shiong; and agent Arn Tellem of Wasserman Media Group.

It remains to be seen whether Major League Baseball will challenge the deal in U.S. Bankruptcy Court in Delaware, where the case is before Judge Kevin Gross.

Under an agreement reached by MLB and McCourt in November, a private auction was to be held among the finalists and McCourt was to select the winner by Sunday. The sales agreement is to be submitted to the bankruptcy court by April 6, ahead of a hearing seven days later, and the sale completed by April 30, the day McCourt is to make a divorce settlement payment.

"This agreement with Guggenheim reflects both the strength and future potential of the Los Angeles Dodgers, and assures that the Dodgers will have new ownership with deep local roots, which bodes well for the Dodgers, its fans and the Los Angeles community," McCourt said in a statement.

The acquiring group would gain the ability to sell the Dodgers' local broadcasting rights starting with games in 2014. The Guggenheim group likely would use money gained from the rights sale ? or from the team's own network with outside investment ? and use those funds to pay down the acquisition debt.

"The amount of leverage is a big question," said Marc Ganis, president of the Chicago-based consulting firm Sportscorp, which is not involved. "The likely scenario is that they have a broadcasting deal in mind so that they pay up now and pay themselves down from a big broadcasting upfront payment.

"The problem with this strategy is that the more paid upfront by the broadcast deal, the less money is available for team operations. The more debt they take on, the more debt service is required, the less money that's available for team operations. With the only beneficiary being the man walking out the door. A challenging result that baseball tried to avoid."

The current record for a baseball franchise is the $845 million paid by the Ricketts family for the Chicago Cubs in 2009.

The Dodgers filed for bankruptcy protection in late June, just days before the team was expected to miss payroll. The filing came after baseball Commissioner Bud Selig refused to approve a 17-year agreement between the Dodgers and Fox's Prime Ticket subsidiary that would have been worth $2 billion or more. MLB feared McCourt would use about half of an intended $385 million cash advance to fund his divorce.

Los Angeles finished third in the NL West last season at 82-79, had just three sellouts and fell short of 3 million in home attendance in a full season for the first time since 1992. There was some concern among MLB officials about the financing of the Walter bid because some of the money was coming from insurance companies that are owned by Guggenheim. A person familiar with the baseball owners' teleconference Tuesday said several team owners voiced that during the call. The person spoke on condition of anonymity because MLB did not make any announcements.

"The problem there is a fundamental problem as you go into an auction, and that is the absolute reliance on other people's money," said Ganis. "It means a lot of regulators. It means either shareholders or, depending on which insurance companies it's coming from, the insured themselves."

Kasten was hired as legal counsel of the Braves and the NBA's Hawks in 1976, and three years later became the NBA's youngest general manager at 27. He was promoted to president of the Braves and Hawks in 1986 and also became president of the NHL's Thrashers in 1999. After leaving the Atlanta teams in 2003, he became president of the Washington Nationals from 2006-10.

Dodgers general manager Ned Colletti recently had dinner with Kasten in Glendale, Ariz., the team's spring training home.

"He's very successful, very driven, relentless in his pursuit of excellence," Colletti said. "He's seen a lot and he's won a lot."

The Dodgers have won six World Series titles but none since 1988, when they were still owned by the O'Malley family that moved the team from Brooklyn to California after the 1957 season. Fox bought the team in 1998, then sold it to McCourt.

Colletti, whose baseball moves appear to have been constricted because of the team's financial problems, says the sale announcement brings "clarity."

"It's time to turn the page and move toward a new chapter in the history of the Los Angeles Dodgers," he said.
