BLOOMINGTON, Ind. -- U.S. industry and environmental groups agree that the Toxic Substances Control Act (TSCA) of 1976 needs to be modernized to better protect public health and the environment. However, there is no consensus on what the reform should look like.

A new report from Indiana University supplies a close examination of the European Union's reformed chemicals law REACH (Registration, Evaluation, Authorization and Restriction of Chemicals), which went into effect in 2006.

After reviewing data and interviewing key stakeholders, including manufacturers, importers and REACH experts, researchers from the IU School of Public and Environmental Affairs and the IU European Union Center have released "Regulating Industrial Chemicals: Lessons for U.S. Policy Makers From the European Union's REACH Program."

"As the U.S. Congress considers whether and how to modernize TSCA, much can be learned from the European experience with REACH," said SPEA Dean John D. Graham, a co-author of the report. "Some aspects of REACH are innovative and promising, while others are overly burdensome and complicated."

While the report examines all areas of REACH, the primary focus is on the program's chemical registration process. REACH shifts the burden of proving safety from the government to industry. REACH's key principle -- "no data, no market" -- compels manufacturers of substances, producers of articles and importers to supply regulators a minimum safety-related data set for a large number of existing chemicals.

"One of our most important conclusions is that there needs to be a clear and consistent definition of 'safety' throughout any new chemical regulatory program," said the report's lead author, Adam Abelkop, a doctoral student in SPEA.

Researchers have identified several aspects of the EU program that merit consideration by U.S. policymakers as well as areas that could be refined and modified to be more transparent, simplified and suitable for the U.S. context. Highlights of the report indicate that a REACH-like system in the United States should focus on opportunities to reduce risks to human health and the environment. In addition, new legislation should provide clarification about critical standards, processes and tools while lessening unnecessary burdens on industry by allowing for mutual, cross-Atlantic recognition of registration dossiers.

"This suggestion would ease obligations on companies that do business on both sides of the Atlantic and would lessen the work of the regulators," said REACH consultant Agnes Botos, co-author of the report and a Central European University doctoral student. "That is why it would be worth doing a more detailed analysis about this topic."

According to SPEA professor Lois Wise, co-author of the report and director of the European Union Center and West European Studies at IU, REACH offers an alternative approach to the process of chemical regulation and control providing a greater understanding of how regulatory processes work.

"Our interest is in the extent to which the European experience implementing this complicated and innovative piece of legislation can inform efforts to revise TSCA," she said. "This study, examining the process of REACH implementation, provides useful insight for policymakers."

On March 2, SPEA and the European Union Center will host an invitation-only seminar in Washington, D.C., that includes a panel of international experts who will discuss Europe's early experiences with REACH and issues related to TSCA reform.

(AP) ? Demonstrators hurled grenades at a U.S. base in northern Afghanistan, and a gun battle left two Afghans dead and seven NATO troops injured Sunday in the escalating crisis over the burning of Muslim holy books at an American airfield.

More than 30 people have been killed, including four U.S. troops, in six days of unrest. Still, the top U.S. diplomat in Afghanistan said the violence would not change Washington's course .

"Tensions are running very high here, and I think we need to let things calm down, return to a more normal atmosphere, and then get on with business," Ambassador Ryan Crocker told CNN's "State of the Union."

"This is not the time to decide that we're done here," he said. "We have got to redouble our efforts. We've got to create a situation in which al-Qaida is not coming back."

The attack on the base came a day after two U.S. military advisers ? a lieutenant colonel and a major ? were found dead after being shot in the head in their office at the Interior Ministry in the heart of the capital. The building is one of the city's most heavily guarded buildings, and the slayings raised doubts about safety as coalition troops continue their withdrawal.

The incident prompted NATO, Britain and France to recall hundreds of international advisers from all Afghan ministries in the capital. The advisers are key to helping improve governance and preparing the country's security forces to take on more responsibility.

A manhunt was under way for the main suspect in the shooting ? an Afghan man who worked as a driver for an office on the same floor as the advisers who were killed, Interior Ministry spokesman Sediq Sediqi said. He did not provide further details about the suspect or his possible motive.

The Taliban claimed that the shooter was one of their sympathizers and that an accomplice had helped him get into the compound to kill the Americans in retaliation for the Quran burnings.

Afghanistan's defense and interior ministers were to visit Washington this week, but they called off the trip to consult with other Afghan officials and religious leaders on how to stop the violence, Pentagon press secretary George Little said. The Afghan officials had planned to meet with Defense Secretary Leon Panetta and Joint Chiefs Chairman Gen. Martin Dempsey.

The protesters in Kunduz province in the north threw hand grenades to express their anger at the way some Qurans and other Islamic texts were disposed of in a burn pit last week at Bagram Air Field, north of Kabul.

President Barack Obama and other U.S. officials have apologized for the burnings, which they said were a mistake. But their apologies have not quelled the anger of Afghans, who say the incident illustrates foreigners' disrespect for their culture and religion.

Last week, during a protest in Nangarhar province in the east, two other U.S. troops were killed when an Afghan soldier turned his gun on them.

In Sunday's protest in Kunduz, thousands of protesters tried to enter the district's largest city. Armed individuals in the crowd fired on police and threw grenades at the U.S. base on the city outskirts, said Amanuddin Quriashi, administrator in Imam Sahib.

Seven NATO troops were wounded by the grenade. One protester was killed by troops firing from the U.S. base, and another was killed by Afghan police, Quriashi said.

A NATO spokesman said an explosion occurred outside the base, but that the grenades did not breach its defenses.

In a televised address to the nation, Afghan President Hamid Karzai renewed his calls for calm. Karzai did not mention the killings at the ministry in his opening remarks but when a reporter asked, he said he was "saddened" by their deaths.

He said the unprecedented recall of advisers was understandable, calling it "a temporary step at a time when the people of Afghanistan are angry over the burning of the holy Quran."

Members of the international military coalition described the removal of advisers as a temporary security measure, stressing that they did not expect it to affect partnerships with the Afghans.

"We continue to move forward and stand by our Afghan partners in this campaign. We will not let this divide the coalition," said Lt. Col. Jimmie Cummings, a spokesman for the international force.

Germany has withdrawn troops early from an outpost in northern Afghanistan because of the Quran protests.

In Berlin, Defense Ministry spokesman Stefan Paris said late last week that the German military, which handed over security responsibility for the Taloqan area to Afghan authorities on Feb. 15, originally planned to shut down its base there altogether in late March. But the regional commander decided to pull the remaining 50 German troops back to a large base in Kunduz because of nearby demonstrations.

(AP) ? A sister of one of two U.S. military police officers killed in the violent backlash in Afghanistan over the burning of Qurans at a U.S. base says relatives of both men are devastated by their deaths.

Amanda Meland, the oldest sister of Cpl. T.J. Conrad of Roanoke, Va., who was posthumously promoted to sergeant, said he had spoken recently about the violent protests. Conrad, the father of a 7-month-old baby, deployed to Afghanistan in January and was to have celebrated his 23rd birthday on March 6.

"You see it on TV, you see it in the movies, but you just never expect it's going to be your family or your soldier," she told The Associated Press after being advised of Conrad's death.

The bodies of Conrad and Sgt. Joshua Born, 25, of Niceville, Fla., both assigned to the Army's Fort Stewart in Georgia, were returned Saturday to the military mortuary at Dover Air Force Base.

On Thursday, an Afghan soldier turned his gun on foreign troops, killing the two American soldiers, during a riot outside a U.S. base in Nangarhar province, officials have said.

Rising anti-American sentiments in that country over the Quran burnings have resulted in two more American deaths since: two U.S. military advisers ? a lieutenant colonel and a major whose names were not immediately released ? were found dead in their office with shots to the back of their heads. It is still unclear who shot the men inside a heavily secured wing of Afghanistan's Interior Ministry, or if the attacker had been apprehended.

On Saturday, white-gloved military teams somberly lifted the flag-draped cases bearing the remains of Conrad and Born from an arriving plane at Dover Air Force Base before transferring them to the mortuary.

Contacted by AP, Meland said Conrad was in good spirits Wednesday when she and other relatives last spoke with him via Skype. She added: "... He did say that things were starting to get crazy from the backlash."

Conrad wanted to make the military his career, planning to re-enlist and hoping to be stationed at Fort Eustis, Va., to be closer to family, according to his sister. Meland also said he was hoping to have another baby.

Meland said Conrad's widow, Holly, was not at the couple's house when military officials initially came to notify her of his death. "They had come earlier, but she was not there. She had actually just mailed out his birthday package," Meland explained.

Born's relatives could not immediately be reached.

Days of protests in Afghanistan prompted that country's president on Sunday to appeal in a televised address to his compatriots for calm.

More than two dozen people, including the four U.S. troops, have been killed since Tuesday, when it first emerged that Qurans and religious materials had been thrown into a fire pit used to burn garbage at Bagram Air Field, a large U.S. base north of Kabul. President Barack Obama and other U.S. officials apologized and said it was a terrible mistake, but the incident has sent thousands into the streets in Afghanistan.

Friendship Rules?

Do you have certain expectations of your friends? If so, what are they? Do you have friendship rules? A certain code of behaviour? Acceptable and unacceptable ? What would need to happen for one of your current friends to become an ex-friend? How many times can a friend do something ?bad? before they?re struck from your friend list? Of course, a certain level of forgiveness, understanding and flexibility is expected in most close relationships (from time to time) but when does a healthy and positive friendship become an unhealthy and negative one? When is enough, enough? Where?s the line? Does it happen quickly or is it an erosion that happens over time? Maybe both?

All good questions.

Me

To be honest, I don?t have as many friends as people might expect. Not what I would call friends, anyway. Yes, I?m a friendly bloke (mostly), yes I know a lot of people and yes, I do have a lot of acquaintances and colleagues, but friends? Not so many. Some people assert that friends are friends no matter what. I disagree. There are deal-breakers. When it comes to the matter of healthy friendships, I believe many people have compromised themselves.

In a big way.

The Anti-Friend

Recent conversations and coaching sessions tell me that some people are confused about real friendship. I?m always amazed when people talk to me about their ?friends? who run them down, undermine them and sabotage their attempts to improve their life in some way. Just so you know, that?s not?friendship. On any level.

And yes, it happens a lot.

Yesterday, I spoke with a woman who has lost thirty kilos over the last six months. She looks and feels fantastic. Her biggest challenge over that time has been her ?best? girlfriend (good grief) who has done anything and everything but support and encourage her on her weight-loss journey. Apart from trying to sabotage her with regular high-calorie, high-fat, high-sugar?gifts (?don?t be silly, one won?t hurt you?), her bestie is now telling her that (1) she?s become obsessive (she hasn?t) and (2) she?s boring to be around (because of her new habits)and (3) the weight loss is making her look prematurely old.

Wow.

That?s what I call a truly crap?friend.

I?m of the opinion that too many people have been involved in unhealthy, negative and, even, destructive friendships for far too long. And I?m guessing some of you reading this right now might relate. In an effort to belong, many of us have accepted second best. Third best. If you allow your ?friends? to treat you poorly then maybe you need to think more of yourself. If you don?t believe you deserve their respect, kindness and honesty then neither will they. Consciously or not, you?have taught people how to treat you. We all have.

For what it?s worth, here are my thoughts:

  • People who trash talk you: not your friend.
  • People who resent your success: not your friend.
  • People who try to manipulate you: not your friend.
  • People who lie to you: not your friend.
  • People who don?t respect your beliefs or values: not your friend.
  • People who take but never give: not your friend.
  • People who ?compete? with you: not your friend.

In my world (Planet Craig), the above stuff is non-negotiable.

If you recognise any of your ?friends? on the?list then maybe it?s time to re-think your friendship criteria. Personally, I?d rather one genuine friend than a hundred pseudo-friends.

Britain reportedly joins dash for oil in Somalia

Britain is secretly seeking oil-drilling rights in Somalia as it offers the beleaguered country humanitarian and security aid, The Guardian of London reported Saturday.

But al-Qaida-backed terrorists and other Islamist groups say they will fight against any Western powers drilling for oil in Somalia.

Last week, British Prime Minister David Cameron hosted a 55-nation international conference that ended with promises of aid for the country he said was for two decades ?torn apart by famine, bloodshed and some of the worst poverty on earth."


The summit, the Guardian reported, followed a surprise visit by British Foreign Secretary William Hague to Somalia?s capital, Mogadishu, ?where he discussed "the beginnings of an opportunity'' to rebuild the country.

The Guardian said that?away from the summit, British and Somali officials held talks about Somalia?s oil reserves.

Abdulkadir Abdi Hashi, minister for international cooperation in Puntland, north-east Somalia, told the Guardian, "We have spoken to a number of UK officials, some have offered to help us with the future management of oil revenues. Hashi said Somalia would talk to BP ?at the right time? about technology needed to explore Somalia?s oil reserves.

Last month the Canadian company Africa Oil began exploration in the Puntland, the first drilling in Somalia for 21 years.

Hashi, who the Guardian said made the deal with Africa Oil, said the first oil was expected to be extracted within the next "20 to 30 days."

Africa Oil and its partners in the two Puntland licenses, Australia's Red Emperor and Range Resources, are targeting prospective resources of over 300 million barrels of recoverable oil.

The Guardian story comes amid reports from Reuters that an Islamist militia group in the semi-autonomous Puntland ?merged with the al Shabaab rebel group, which wants to scrap the licenses of Western oil and gas firms drilling in Puntland.

The al Qaida-backed insurgents used Twitter to declare all oil and gas exploration and drilling licenses nullified. While they do not hold the administrative control in the region needed to enforce their demand, the militants could?target installations operated by Western oil companies, Reuters said.

The union comes as the insurgents are being weakened, relinquishing ground to African Union troops around the Somali capital, Mogadishu, and losing territory to Kenyan and Ethiopian forces in parts of southern and central Somalia.

Puntland security officials have previously said the Islamist militia camped out in the Golis hills outside the port city of Bosasso is led by Yasin Khalid Osman.

"I ... the leader of Golis ranges Islamists have signed an agreement with al Shabaab leader Sheikh Muktar Abu Zubeir. We are now al Shabaab," a voice identifying itself as Osman said in an audio recording on al Shabaab's website.

"I urge residents to take part in the jihad against the Christian invaders and the Somali infidels that work with them," he said, referring to the foreign troops inside Somalia.

Osman rarely makes statements, and it was not immediately possible to verify his voice.

Amazingly, life thrives at Earth's deepest spot

Life finds a way, even in the total darkness near the deepest known part of the ocean, according to new research.

Scientists have discovered fields of bone-white clams clustering near hydrothermal vents in the western Pacific Ocean that lie as deep as 19,230 feet (5,860 meters) below the surface, near the Mariana Trench, the deepest point on Earth's surface.

The discovery, made during a September 2010 expedition, was utterly unexpected, according to a study on the find published in a recent issue of the Proceedings of the National Academy of Sciences.

Deepest of the deep
Scientists aboard a manned submersible were conducting research dives to study the geology of a region of the Mariana Trench, the deepest trench on Earth, which lies several hundred miles south of the island of Guam.

The researchers happened upon the hydrothermal vents just 50 miles (80 kilometers) northeast of the Challenger Deep? the deepest spot on the planet, where the sea floor plunges to 35,700 feet (10,880 meters). ?

In addition to clams, the team saw or collected various deep-dwelling sea anemones, snails, at least one type of comb jelly known for producing shimmering bioluminescence, and at least one crab that has long, reaching front pincers.

The team retrieved 30 clams from the site, along with 170 pounds (77 kilograms) of rocks.

The vents may be the deepest ever discovered. The team named them the Shinkai

Seep Field, for the vehicle that allowed the find, the Shinkai 6500, a Japanese manned submersible with one of the deepest ranges of any vehicle on the planet.

Different kind of vent
However, unlike the deepest known active volcanic vents on Earth ? the Piccard/Beebe vents, which lie 16,400 feet (5,000 meters) below the Caribbean ? the newfound Pacific vents are not superheated by volcanic forces, but are a cooler type of hydrothermal vent. They spew heated, chemically-rich water, but is not fueled by volcanic activity; instead, it is driven by the collision of two oceanic plates.

"These kinds of low-temperature fluid vents are very difficult to find and may be very widespread on the ocean floor," said Robert Stern, a professor of geosciences at University of Texas, Dallas, and one of the paper's authors, in a statement.

"And they can sustain high-biomass communities," he added. "This has implications for the chemical composition of the oceans and the distribution of deep-sea life."

The discovery comes on the heels of a string of revelations about life at hydrothermal vents around the globe. Scientists have uncovered yeti crabs living on vents near Antarctica, and expeditions to the Piccard/Beebe sites in the Caribbean uncovered eyeless shrimp.

The Shinkai vents were discovered by a joint team of geoscientists from the United States and Japan. Stern said he and his colleagues are proposing to return to the region within the next year or two.

All politics is local, said Tip O? Neill, the former Democratic Speaker of the House from Massachusetts. For years the adage shaped the tactics of campaigns, nudging candidates to tailor their rhetoric and platforms to the specific concerns of the constituents they hoped to represent. But it is no longer true, as writers like Matt Bai have observed. ?Politics in the online age is increasingly borderless and can often be shaped more by national causes than by anything having to do with local constituents,? Bai wrote in the fall of 2010, as he observed Christine O?Donnell, a weak candidate with no?discernible?organization, surf a wave of anger at the status quo to a primary win. The nationalization of our politics was one of the major stories of the 2010 midterms, when political experience became a liability and races boiled down to which candidate could claim the outsider?s mantle. So it is again this year.?

Though fought in a collection of states, each with its own parochial concerns, the Republican primary has been marked by national surges and swoons. With the exception of Mitt Romney, whose level of support has stayed relatively steady, the fortunes of the Republican candidates have swung dramatically. Over the past two months, there have been five lead changes in the national polls. These swings have been triggered by two types of events: nationally televised debates and wins in state contests. Heading into South Carolina, Newt Gingrich was a broken candidate who hadn?t finished higher than fourth and lagged badly in the national polls. His win in the Palmetto State nudged voters nationwide to climb aboard his bandwagon. After Gingrich was pummeled in Florida, his support collapsed across the country.

The upshot of a nationalized contest is that no state is safe. Michigan should be a cakewalk for Romney, a native son whose father was a venerated auto-company executive and popular governor. Romney won the state by nine points in 2008. He has a superior war chest and?the support of local party bigwigs. Since June, he has visited Michigan 11 times. Rick Santorum has been to the state exactly once: Feb. 16, on the heels of a flurry of polls that showed him surging to an improbable lead.

To local analysts, the specter of Romney?s losing Michigan is unthinkable. ?There isn?t any reason in the world Rick Santorum should be a factor in Michigan at all. He?s never been here. He has no connection to the state. He?s only seemingly doing well because he?s viewed as the latest anti-Romney in the party,? says Bill Ballenger, a former Republican lawmaker and Michigan political analyst. ?But the nature of American politics has changed so radically. It?s become so nationalized and media-driven. You can do everything a campaign should be doing ? and believe me, Romney has done that, while Santorum and [Ron] Paul and Gingrich have not ? but if the narrative out there is ?Anybody but Romney,? even with Romney?s ties to the state, it may be difficult for him to overcome.?

The battle in Michigan has been revealing not just for what it says about Romney?s struggles to connect with Republican voters but also for the way in which he and Santorum are looking beyond their immediate audience to drive a national message. Last week, Romney doubled down on his opposition to the Obama Administration?s auto bailout by writing an editorial in the Detroit News that slammed the initiative as ?crony capitalism on a grand scale? to benefit ?Obama?s union allies.? Not to be outdone, Santorum used a speech at the Detroit Economic Club on Thursday to note that he too was against the auto bailout. Both candidates belabored the point in the face of the fact that in Michigan, labor is a dominant force, and the bailout remains popular. Both Chrysler and GM are resurgent. GM recorded its most profitable year in history in 2011, netting $7.6 billion.

The nationalization of presidential politics doesn?t mean that local and regional demographics don?t matter. Romney has been strong in less-conservative states. Santorum has done well in the Midwest, where he frames himself as the grandson of a coal miner who understands the economic pain afflicting the region. Gingrich?s lone win was in the Deep South, where he hopes to resurrect his flagging campaign on March 6, Super Tuesday. ?If any of the three loses our home state ? you have, I think, very, very badly weakened candidacies,? the Georgian said on Sunday. ?I was home campaigning for the last two days precisely to say to all of my friends back home, Georgia really matters. You cannot take this for granted.?

Romney too is desperate to avoid an ignominious defeat in his home state. ?That won?t happen,? he said last week. Maybe not. But the fact that it could ? and his strategy for sidestepping that embarrassment ? says a lot about how politics is no longer a local affair.

Federal authorities subpoena info from Penn State

HARRISBURG, Pa. (AP) ? A federal subpoena related to the child sex abuse scandal involving a former Penn State assistant football coach, sent to the university earlier this month, sought records of payments made by trustees to the school, or to third parties on the school's behalf, a university spokeswoman said Friday.

Penn State spokeswoman Lisa Powers also disclosed that the Harrisburg-based U.S. attorney's office requested "reporting requirements of employers and staff relating to allegations of misconduct by staff or individuals associated with the university."

The new details were released a day after the Feb. 2 subpoena was first confirmed by the university. Powers said Penn State is fully cooperating with the request.

Heidi Havens, a spokeswoman for U.S. Attorney Peter J. Smith, declined to comment Friday on the subpoena.

Powers also revealed Friday that the request for "certain information" goes back to 1998, the year university police investigated a mother's complaint that Sandusky, then the football team's defensive coordinator, had showered with her 11-year-old son in a school locker room.

Sandusky, 68, is confined to his State College home as he awaits trial on 52 sex abuse charges. He denies the allegations.

Along with Sandusky and the university, the subpoena also sought information about athletic director Tim Curley, retired vice president Gary Schultz and former president Graham Spanier.

The Philadelphia Inquirer reported that the subpoena sought hard drives from computers used by the four men, citing Powers, who did not return a follow-up call from The Associated Press.

Spanier has not been charged with any crime.

Curley and Schultz await trial in Harrisburg on charges that they lied to a grand jury investigating Sandusky and failed to properly report suspected child abuse after a football team assistant told them of a 2002 incident involving Sandusky and a boy inside the team's showers. Curley and Schultz are free on bail. They are seeking dismissal of the charges.

Powers said the subpoena asked for "reporting requirements of employers and staff relating to allegations of misconduct by staff or individuals associated with the university."
