WASHINGTON--The fiscal cliff negotiations continue with a little more than 24 hours before taxes are set to go up for virtually every American worker.
Senate Minority Leader Mitch McConnell asked Vice President Joe Biden to get involved in a last-minute effort to avert the increases on Saturday night, but top Senate Democrat Harry Reid said "At this point we are unable to make a counter-offer."
Democrats said the Republican proposal called for changing the formula for calculating social security benefits increases.
McConnell said there is no single issue blocking an agreement, but said "The sticking point appears to be a willingness, an interest, or courage to close the deal."

French and Israeli intelligence sources affirmed Saturday, Dec. 29, ?that, contrary to reports appearing in the United States Friday, Iran has accelerated rather than slowed down its 20-percent grade enrichment of uranium and is racing toward a nuclear weapons capacity. Furthermore, for the moment, there is not the slightest indication that Supreme Leader Ayatollah Ali Khamenei has any intention of accepting the Obama administration?s latest plan for a nuclear deal.
As debkafile has revealed, this plan would require Iran to discontinue production of 20-percent enriched uranium (which can be quickly converted to weapons grade material), and confine itself to producing low 5 percent uranium in agreed amounts. Tehran would also have to accept the removal from the country of its entire stock of 20-percent refined uranium.
The same sources point to the?first appearance this week of Iran-made Fateh A-110 high-precision, short-range missiles in the use of the Syrian army against rebel fighters, under the guidance of Iranian officers and instructors, as underscoring the inter-dependence Tehran draws between the Syrian and nuclear issues.
Khamenei now links an acceptable solution for the Syrian dilemma to his possible nuclear flexibility.

The command centers of the Russian and Iranian war games are under orders from Moscow and Tehran to jointly exhibit ?naval muscle in order to bolster the Assad regime against collapse.
Parallel to the influx of Fateh missiles from Iran to Syria, Moscow is rapidly expanding the deployment of its highly-sophisticated S-400 air and missile interceptors in Russia?s southern military region near the Turkish border.

AZAZ, Syria (Reuters) - Standing in the wreckage of his home, destroyed in an air strike two hours before, Abu Badri surveyed the damage as relatives scoured the rubble for any valuables they could retrieve.
"We'll have to find a tent to stay in near the border with Turkey. What else can we do?" said the 38-year-old man, walking on a pile of broken concrete under a collapsed roof.
Abu Badri's was one of a cluster of at least six houses destroyed by two bombs dropped on Saturday on Azaz, a rebel-controlled town in northern Syria just beginning to recover from an earlier bombardment by President Bashar al-Assad's forces.
Eleven people were killed in the bombings, according to local activist Abu Zaid, who said he had seen their fresh graves dug in the cemetery nearby - another 11 names to add to the 45,000 reported killed in the 21-month uprising against Assad.
"The number of casualties is unclear - they took some wounded people to Turkey," said a local medic who declined to be named. "We removed four dead children."
Blood was spattered on the bricks that littered the area around the bomb site. A child's teddy bear lay in the wreckage and nearby cars were marked by shrapnel and bullet holes.
A bulldozer cleared the heavy rubble while young boys dug through the debris with their hands, hoping to find people still alive amid the broken bed frames and crushed furniture.
"The bomb fell on top of us," said Abu Badri, wearing a black bomber jacket zipped up against the winter cold. The front door of his home had disappeared and relatives were carrying out a closet door, drinking glasses, a fridge and an oven. He said four children and an elderly man were among the dead.
Neighbors pulled mattresses, carpets and clothes from their homes and packed household items on trucks to take them from their destroyed homes to the next place of refuge.
"This is a residential area," said Ahmed, 30, whose uncle's house was hit in the strike.
"There are civilians - no Free Syria Army," he said, referring to rebel fighters Assad whom has vowed to crush but who now hold large swathes of rural territory across northern Syria, their control curbed only by the president's air power.
"We were sitting inside then suddenly everyone flew all over the place," said a man whose sister's house was hit. "God destroy (Assad) and his home." (Writing by Dominic Evans; Editing by Kevin Liffey)

Waterville - The Waterville Humane Society has figured out a way to solve two problems with one promotion.
For the month of January, all adoption fees will be waived for anyone who volunteers at the Waterville Humane Society for at least 30 hours.
The volunteer hours must be completed in the month of January and folks will have until the end of February to choose their pet. "We have a fair amount of volunteers already, but we're always looking for more volunteers," said Executive Director Andrea Pasco. "They can walk dogs, do grooming, bathing, helping to clean and sometimes simply socializing with the animals is very, very helpful."
All volunteers must complete a one hour training session. You must pre-register for the training. A schedule of those sessions is available on their Facebook page. Just search "Humane Society Waterville Area" on Facebook. Or you can call 873-2430

Those already undergoing the costly process of adopting a child from Russia found out Russian President Vladimir Putin signed a law barring any future adoptions, canceling the ones in progress. NBC's Kerry Sanders reports.

President Vladimir Putin signed a law on Friday that bans Americans from adopting Russian children and imposes other measures in retaliation for new U.S. legislation meant to punish Russian human rights abusers.
The law, which has ignited outrage among Russian liberals and children's rights advocates, enters into force on Jan. 1 and is likely to strain U.S.-Russia relations.
As well as banning U.S. adoptions, it will also outlaw some non-governmental organizations that receive U.S. funding and impose a visa ban and asset freeze on Americans accused of violating the rights of Russians abroad.
The law could block dozens of Russian children expected to be adopted by American families from leaving the country and cut off one of the main international routes for Russian children to leave orphanages that are often dismal. Russia is the single biggest source of adopted children in the United States, with more than 60,000 Russian children being taken in by Americans over the past two decades.
The bill is retaliation for an American law that calls for sanctions against Russians deemed to be human rights violators and part of an increasingly confrontational stance by the Kremlin against the West.

Putin said U.S. authorities routinely let Americans suspected of violence toward Russian adoptees go unpunished ? a clear reference to Dima Yakovlev, a Russian toddler for whom the bill is named. The child was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter.
Children's rights ombudsman Pavel Astakhov on Wednesday said that 46 children who were about to be adopted in the United States would remain in Russia if the bill came into effect. On Thursday, he petitioned the president to extend the ban to other countries.

Would-be adoptive parents in the United States are left hanging by Putin's signing of the bill, which was passed by Russian lawmakers last week.
Among them are John and Renee Thomas of Minnetonka, Minn., Kari Huus of NBC News reported.?The Thomases have already adopted Jack, 7, from Russia. When they found out he had a little brother, they began the process to try to adopt him, too. The wait has stretched to four years, and now the adoption may be in danger.?
"When Jack is asked about his family, he talks about his brother," John Thomas said. "He always asks, 'When is he coming home?' We just tell him we?re waiting for the call."

UNICEF estimates that there are about 740,000 children without parental custody in Russia, while only 18,000 Russians are now waiting to adopt a child.
Russian President Vladamir Putin has said he'll sign a proposed law that would halt adoptions of Russian children to Americans. NBC's Duncan Golestani reports.
The U.S. State Department on Thursday repeated its opposition to the Russian measure.
"The welfare of children is simply too important to tie to the political aspects of our relationship," State Department spokesman Patrick Ventrell said. "Additionally, we are deeply troubled by the provisions in the bill that would restrict the ability of Russian civil society organizations to work with American partners." ?
Critics of the bill left dozens of stuffed toys and candles outside the parliament's lower and upper houses to express solidarity with Russian orphans.?
An online petition urging the Kremlin to scrap the bill garnered more than 100,000 Russian signatures.?

Fax introduced the speed of immediate delivery of documents ? no physical transport required.
Thus the salesman didn?t need to visit and collect the order anymore.
That meant less face to face communications, thus less information exchanged.
Email
Email brought the increase of speed in written communications ? both ways.
There were no more delays as with mailing letters and waiting for a physical reply.
The salesman could communicate more directly and have faster interactions.
This has increased his productivity, as he could respond more quickly and could work on more deals at one time.
Additionally there is an administrative benefit as the emails are kept automatically in a folder. Hence no administrative filing and easy retrieval.
Mobile phones
Mobile phones made the salesperson available everywhere.
Previously calling could only be done in the office or at home which limited the availability during the week of a salesman.
Using a mobile phone, the salesman can discuss with the potential customers or customers anywhere and anytime.
Instead of face to face communications requiring appointments, calls could be made whenever possible and appropriate.
The Internet
The Internet has bought several changes:
1) Information distribution
The internet made company, product and services information available to interested parties and to customers, without needing to ask the salesman
The salesman was no longer in the loop with interested parties and customers
This has led to the rise of the ?Unknown Buyer?.
2) Rolodex
The Internet allowed finding and / or retrieval of possible contacts within an organization or company.
At first this started with simple searches on Google using the domain name.
Then the specific organized websites like LinkedIn, Plaxo, Jigsaw, Zoominfo, Xing, Spoke, Viadeo, ?
The partly free availability of contact information:
- Decreased the power of the salesman with the Rolodex significantly.
- Changed cold calling forever.
This has increased the competition and will continue to increase competition as people within companies have become addressable.
3) Webinars
Instead of paying a visit, sales people could set-up webinars in order to give an on-line interactive sales presentation.
No travel required for a first meeting with the interested parties: hence fewer costs and less waste of time for travel.
Again the salesman could follow-up on more leads than before and quickly move on if the potential customer is not interested.
The Salesman can still spend his days on the golf course, while his invited business friends will be receiving phone calls or emails from competition on their smart phones whilst playing golf.
By the time the game is over, the competition could already have sent a quotation by email received on the smart phone.

NEW YORK (AP) ? All the single ladies ? and fellas ? will have a chance to join Beyonce onstage at the upcoming Super Bowl.
Pepsi announced Friday that 100 fans will hit the stage when the Grammy-winning diva performs on Feb. 3 at the Mercedes-Benz Superdome in New Orleans. A contest that kicks off Saturday will allow fans to submit photos of themselves in various poses, including head bopping, feet tapping and hip shaking. Those pictures will be used in a TV ad introducing Beyonce's halftime performance, and 50 of those people ? along with a friend ? will be selected to join the singer onstage.
The photo contest ? at www.pepsi.com/halftime ? ends Jan. 19, but Jan. 11 is the cut-off date for those interesting in appearing onstage with Beyonce.

If your blood pressure is creeping upward, dementia may be in your future. According to researchers at UC Davis, high blood pressure can prematurely age your brain by more than 7 years.
Using MRI scans, researchers found that subjects with high blood pressure had 9 percent less gray brain matter than people with normal blood pressure. Based on brain matter loss, scientists calculated that the brains of people with high and slightly elevated blood pressure were prematurely aged by 7.2 years and 3.3 years respectively.

What?s going on? Researchers aren?t sure, but one explanation is that high blood pressure damages the cells in the lining of your arteries, causing them to harden and collect plaque. This build-up reduces the blood flow to your brain, slowly starving it of nutrients, says the study?s senior author, Charles DeCarli, M.D., director of the UC Davis Alzheimer?s Disease Center.
Meanwhile, the constricted arteries exacerbate the differences in your blood pressure that occur with each heartbeat. This damages your brain by temporarily reducing and then rapidly increasing the amount of blood it receives. Without a steady stream of blood, the cells in your brain become malnourished and die, Dr. DeCarli explains.
For now, it?s unclear if the damage is reversible, Dr. DeCarli says. To prevent cognitive decline down the road, get ahead of the symptoms. If your systolic (top) reading is less than 120 and your diastolic (bottom) reading is less than 80, you?re in the clear. But if your systolic reading is between 120-139 or your diastolic reading is between 80-89, you have slightly elevated blood pressure. Anything over those numbers, and you have high blood pressure. Your solution: Other than aiming for the obvious cures?losing weight, cutting back on alcohol and salt?squeeze a rubber ball. According to a study in the European Journal of Applied Physiology, people who squeezed a ball for 2 minutes four times a day over 8 weeks lowered their systolic blood pressure by 15 points and their diastolic pressure by five. ?The blood-pressure response to grip training is greater than to aerobic exercise,? says lead author Maureen MacDonald, Ph.D.

According to the American Heart Association, we?re losing the fight. They estimate that by 2030, the number of people suffering from high blood pressure could increase by nearly 10 percent. Immigration needs a hybrid fix
The article below? is generally well reasoned but amounts to a call for amnesty.? I would advocate vigorous enforcement of existing laws, a complete border-fence and a legal guestworker program as the remedy for the present mess.? Guestworker licences should be for a limited time only? -- say 5 years.? A bill that called for a guestworker program plus a complete fence should get through Congress fairly readily.? Neither President Obama, whose executive decision in June ended most deportations of children of illegal immigrants, nor Mitt Romney, who generally opposes amnesty for illegal immigrants, has focused on the economics of immigration. Though complex, the economic realities help to illuminate the potential path toward comprehensive immigration reform.
Economically speaking, legal and illegal immigrants could hardly be more different. Legal immigrants are more skilled than the typical American and divide roughly equally among Asians, Latinos and Europeans. Illegal immigrants are mostly low-skilled, earn low wages, and are mainly Latino.
Immigrants, both legal and illegal, do share one trait, however: They gain economically by migrating to America. Legal immigrants, on average, earn $16,000 more per year in the United States than they would in their home countries ? a $300,000 lifetime bonus. The undocumented also earn more in the United States than back home, which is why they risk so much to come.
Some contend that, because of a common border, the prevalence of the Spanish language, or an unwillingness to assimilate, U.S.-born children and grandchildren of Latino immigrants have not enjoyed the spectacular generational advances achieved by descendants of earlier European immigrants. That is not true. Education advances of Latinos across generations have been larger than for Europeans.
The successes of previous immigrant generations, however, happened largely because America's public schools did an excellent job of educating both immigrant children and their native-born classmates. If the schools are not working as well for today's children of immigrants ? and there are ample reasons for concern ? then the successes of future generations are being imperiled.
What about benefits to native-born Americans? Immigrants, legal and illegal, bring benefits to the U.S. economy of more than $10 billion a year, not a small bit of change but small relative to the national economy. These benefits accrue because immigrants, legal and illegal, keep wages lower than they otherwise would be. If immigration does not depress wages, prices cannot fall, leaving no economic benefit. Although all Americans benefit on average, not everyone gains.
What about taxpayer effects? The effects of immigration on taxes are generally positive at the federal level, but they are negative at the state and local levels in places where there are lots of low-skilled immigrants. This is primarily because schooling is financed at the state and local levels.
When combining the taxpayer effects across all levels of government, there is still a positive overall taxpayer effect of legal immigrants whose incomes are high.
In contrast, the combined taxpayer effect is typically negative for illegal immigrants, largely due to school financing and their low incomes. According to a 1997 National Academy of Science study I led, native-born taxpayers in California paid $1,178 more in taxes than they received in benefits because immigrants received more in benefits than they paid in taxes.
These California numbers are surely higher today. Health care costs are not an important part of the equation, primarily because immigrants are healthier than their American-born counterparts.
Largely because of the different taxpayer effects, the economic argument favors high-skilled legal immigrants compared with low-skilled undocumented immigrants. Adherence to the principle that America is a nation of laws reinforces the argument in favor of legal immigrants.
The policy dilemma, however, is that we in America are in the midst of a muddle, with 12 million or more undocumented immigrants already here, many for some time. They are now our neighbors and friends, and, to be honest, we have been complicit in their staying.
Is there a way out of the dilemma? I think there is: a simultaneous combination of a pathway to citizenship for most undocumented immigrants already here and a serious commitment to enforce the law without ambiguity in the future so that any additional undocumented migrants must leave immediately. To unite as Americans, we must agree to both parts of this bargain at the beginning of a new American immigration policy.

Israel?s crackdown on illegal African migrants gets results, draws critics
Measures taken by Israel to stem a flow of illegal African migrants coming across its desert border with Egypt have had a dramatic effect in recent months, reducing the influx of newcomers to a trickle, according to recent government figures and Israeli groups aiding the Africans.
The turnaround ? after years of steadily swelling numbers of migrants whose presence had unsettled many Israelis ? was hailed this week as a ?success story? by Mark Regev, spokesman for Prime Minister Benjamin Netanyahu. However, advocates for the migrants accuse Israel of violating international law by turning back asylum seekers at its border without checking their refugee claims.
In a joint statement this week with Human Rights Watch, two aid groups said the Israeli army has been blocking migrants at the frontier, in some cases pushing them back into Egypt, where the groups say the migrants are at risk of prolonged detention by the authorities, abuse by Bedouin traffickers and forcible return to their country of origin.
The Israeli army said in a statement that it was acting to ?prevent illegal infiltration? in accordance with ?directives from the political echelon.?
The arrival of the Africans ? about 60,000 have come to Israel since 2005, mostly from Eritrea and Sudan ? provoked a violent backlash in Israel and posed a challenge to the government, which struggled to contain the influx, described by Netanyahu as a potential threat to Israel?s character as a Jewish state.
Living in limbo and gravitating to poor areas in Israeli cities, the migrants generated resentment among local residents. Angry street protests and attacks against the migrants in low-
income neighborhoods in Tel Aviv and Jerusalem triggered a government crackdown earlier this year. Hundreds of Africans from South Sudan and the Ivory Coast, where conditions were deemed safe enough for their return, were rounded up and deported.
Construction of a 15-foot-high-steel fence along the border with Egypt?s Sinai Peninsula was speeded up, and legislation was amended to permit the detention of illegal migrants for up to three years.
The measures have led to a sharp drop in the number of arriving migrants, many of whom fled war or oppressive governments, seeking work and a better life. In recent years, hundreds crossed the porous Egyptian-Israeli frontier each month after trekking across Sinai, where many were tortured by Bedouin traffickers holding them for ransom.
Sabine Haddad, spokeswoman for Israel?s Population, Immigration and Border Authority, said that the monthly number of illegal migrants entering Israel, which had reached a height of 2,295 in January, had dropped in October to 54. According to the agency?s figures, the falloff began in June, when the government crackdown began and the monthly total fell to under 1,000.
Aid groups say that many of the migrants have been stymied by the border fence and the Israeli army?s practice of summarily turning them back without checking whether they should be granted asylum. Once back in Egypt, the groups said, the Africans were at risk of prolonged detention in Egyptian prisons or, in the case of the Eritreans, forcible return to their country, a repressive dictatorship.

LONDON (Reuters) - Britain will demand changes to the European Union's regional development funds in budget talks this month, including stripping wealthier nations of access to money intended to help poorer areas, the Sunday Telegraph reported.
Prime Minister David Cameron's government suffered an embarrassing defeat in parliament this week when anti-EU members of his Conservative party teamed up with the opposition to demand a cut in the EU budget.
But Cameron, aware that a real-terms cut could be hard to win in Brussels, is instead pushing for a real-terms freeze in the budget, which would allow it to rise in line with inflation.
The Conservative-led coalition government also believes changes to the regional development funds are achievable, the Telegraph reported, citing a high-level, unnamed source as saying. The prime minister's office declined to comment on the report.
Calling for changes to the way these "structural and cohesion" funds - the second-biggest item in the EU budget - are managed may pacify some Conservative "euroskeptics" who want a looser relationship with Europe based on trade ties.
The European Commission wants 376 billion euros ($483 billion) from member states in the 2014-2020 period for the EU's cohesion funds, which are intended to help level out wealth inequality across the 27-nation bloc.
Some vulnerable areas in Britain such as Cornwall in the south west and Wales receive funding from that development pot.
Britain was the fourth-biggest net contributor to the EU budget last year with an overall donation of 5.5 billion euros.
European leaders will meet on November 22-23 to thrash out a deal. Cameron has said he wants to reach an agreement but is prepared to use Britain's veto if his demands are not met.
Conservative lawmaker Andrea Leadsom said reform of the cohesion funds was long overdue.
"Every member state gets structural funds," Leadsom wrote in the Telegraph. "Focusing money instead on the genuinely needy, and leaving richer countries to run their own schemes, would leave almost all member states better off, and save the UK approximately 2 billion pounds ($3.2 billion) each year." CAIRO (AP) ? The international peacekeeping force in Sudan's Darfur region says its forces were blocked by the military from reaching the destination of an alleged attack that killed 10 people.
A statement by the hybrid U.N. and African Union peacekeeping force, UNAMID, says that mourners brought 10 bodies reportedly killed in Friday's attack to the gate of its headquarters in Darfur on Saturday.
UNAMID says the Sudanese military blocked its convoy from reaching the area of the alleged attack to gather information on the incident.
Friday's attack reportedly took place in Sigili village, located in the Shawa area in North Darfur state.
It is not clear who was behind the killings. Sudan's government has been battling rebel groups in Darfur since 2003. More than 300,000 people have been killed in the conflict.

For the kinds of animals that are most familiar to us ? ones that are big enough to see ? it's a no-brainer: Is it better to sit around and wait for food to come to you, or to move around and find it? Larger animals that opt to sit around aren't likely to last long.
But for bacteria out in the ocean, the question is a far more complicated one.
Oceanographers have long assumed that because turbulence distributes nutrients uniformly through the water, and because the ability of tiny organisms to move around is insignificant compared to this turbulence, there was no reason for such creatures to move at all. Sea-dwelling bacterial life, they believed, should consist just of static feeders.
That view has now been upended by research conducted by Roman Stocker, an associate professor in MIT's Department of Civil and Environmental Engineering, and John R. Taylor, a former MIT postdoc who is now a lecturer in applied mathematics and theoretical physics at Cambridge University. It turns out that swimmers and passive feeders each have some advantages ? but also pay some costs ? in food gathering, depending on how fast the swimmers swim and how strong the turbulence is.
The results, based on a computer model that for the first time considers nutrient competition by bacteria in a turbulent flow, have just been published in Science.
Until now, most studies of microorganism behavior have taken place in static environments, such as a test tube or Petri dish, without regard to fluid flow. "Marine bacteria have mostly been studied in isolation from the motion of the seawater they live in," Stocker says. These new computer simulations, which model both how water flows and how bacteria in that water behave, have now made it possible to study the foraging of bacteria in dynamic environments, similar to the turbulent waters they naturally inhabit.
"We're working at the interface between microbiology and fluid dynamics," Stocker says. The new work has produced the first study of how this turbulent environment affects the choice of bacterial feeding strategy.
While it's true that ocean currents and turbulence are orders of magnitude faster than anything that even the most energetic microorganisms can achieve, it turns out that these creatures' motions are nevertheless very important, Stocker and Taylor found. That's because the microenvironment a bacterium occupies ? the microliters of water surrounding it and representing its foraging ground ? is transported en masse in those flows, so even small rates of swimming can make a big difference in accessing food.
Although swimming toward a food source can confer some advantage in the amount of food consumed, it also carries a penalty: Swimming uses energy, requiring more food. "As you swim faster, you do better in terms of food uptake, but you also pay a price," Stocker says.
Because of that tradeoff, the researchers found, for any given intensity of turbulence there is an optimal swimming speed; anything faster than this produces diminishing returns.
"What we did was to quantify the cost-benefit trade-off," Stocker says. "We considered the pluses and minuses, and found that the swimming costs matter." In general, the results showed, the optimal swimming speed for marine bacteria is about 60 micrometers per second, which is "in very nice agreement with what's observed for the actual swimming speed of many marine bacteria," Stocker adds.
Turbulence stirs nutritious material through the water in much the same way as it stirs cream into a cup of coffee: First forming filaments, then mixing them away. "Something similar happens ? on a tiny scale ? when bursts of organic matter enter gently moving water," Taylor says. "The swirls of organic matter are easily accessed by swimming bacteria, which surround and absorb it."
But the swimmers' advantage is short-lived. In turbulent seawater, after several seconds, nutrients are uniformly distributed ? meaning there's as much available for the stationary microbes as there is for the swimmers.
Most of this organic matter is derived from phytoplankton, tiny organisms that capture sunlight and convert it into carbohydrates. In fact, phytoplankton in the ocean are responsible for about as much photosynthesis as all of Earth's terrestrial plant matter combined, so understanding their role in the global carbon cycle is crucially important for understanding everything from the food chains that sustain the world's fisheries to the complexities of global climate change.
As part of their analysis, Stocker and Taylor conducted detailed simulations of exactly how a patch of nutrient-rich material, derived from dying phytoplankton or other sources, disperses in turbulent water. What starts out as a compact blob "gets stretched out, stirred, and explodes into a tangled web of filaments," Stocker says.
That's when the swimming advantage is greatest: The filaments provide lots of nutrient-rich zones to swim toward. But then the window of opportunity closes. "Eventually it all gets homogenized," he says. "Once it's mixed, swimming makes no more sense".
How fast that happens depends on the strength of turbulence. Stocker and Taylor found that very high or very low turbulence provides the least advantage for the swimmers. But for a range in between, they had a substantial edge over their inert relatives.
The basic understanding of these microscopic processes could have large-scale importance, Stocker says. As the Earth's climate warms, turbulence might become weaker in the ocean, which could affect which species dominate the competition for nutrients at the base of the food chain. Species composition, in turn, can dictate how much carbon is channeled to organisms higher in the food chain, shaping the productivity of a marine environment.

We are just wrapping up week 1 of ACCT 216 and one of the threaded discussions has to do with the Conceptual Foundations of Accounting.? The figure above is a basic overview of the Accounting guidelines, but a complete description can be obtained directly from the FASB?So why I'm I blogging about this and why is it important for future Accountants?? It is important to understand that Accounting is more than just understanding what debits and credits are, what a balance sheet, what an Income Statement is and how it is prepared and so on.? Accountants must be aware that they may encounter unscrupulous individuals in their careers and so it is crucial they understand what is right and wrong, what is acceptable, ethical and legal.? This is my response to the question
The conceptual foundations of accounting are indispensable for ethical accountants, I say ?ethical accountants? because there have been many cases reported in the news where accountants knowingly chose to deceive the company and its investors.? So, although all the characteristics are important and essentially dependent on one another I would chose one at the top ?Faithful representation? and the textbook says that it ?makes the information reliable to users.? (Harrison, p7). But it is more than reliable information; to me it represents the basis for a moral code of ethics where an accountant consciously decides from the beginning to provide only accurate and measurable financial information that will benefit all regardless of the expectations.? So as Accountants (future accountants) it is important to follow GAAP or IFRS guidelines to ensure complete transparency and reliability and in my opinion it begins with ?Faithful representation?.? So, in order to provide faithful representation, the information must be complete, neutral and accurate, otherwise it will misleading and of no value to the decision maker that relies on this information to make financial decision.

The developers of the upcoming $99 Ouya video came console have announced that they?re updating the platform so that it will ship with Android Jelly Bean. The original plan was to include Android 4.0 Ice Cream Sandwich.
Ouya has also announced that the first printed circuit boards have arrived and the team will be able to ship out the Software Developer Kit for game-makers in December.
The Ouya team raised more than $8 million during a Kickstarter campaign earlier this year and plans to ship a video game console powered by an NVIDIA Tegra 3 quad-core processor in early 2013. A small number of developer units will be made available before then.
This week the company also provided some more details about how users will interact with the box (and how game makers should approach development). For instance, the primary way to use the device will be with a wireless game controller which features hardware buttons and a touchpad with support for single-touch input. There?s also a soft keyboard for letter-by-letter text input using the game controller.
What the Ouya doesn?t have are Android back, menu, or volume buttons, so developers looking to port existing Android games to run on the platform may have to modify apps if they rely on those?features.
All games provided via the Ouya store will be free to download ? but developers will have the option to include in-app purchases.

The storm that ravaged the East Coast has also forced thousands of automobile dealerships to close because of storm damage and power failures.
?From what we do know, the impact on the auto industry will be severe,? David Hyatt, vice president of public affairs for the National Automobile Dealers Association, said in a statement. ?Widespread power outages are hampering communications between dealers and their employees. Depending on locations along the East Coast, power is not expected to be restored for several days to a week or longer.?
Mark Schienberg, president of the Greater New York Automobile Dealers Association, said every one of the 425 new-car dealerships his organization represented had been affected in some way.
On Wednesday, his office tried to call about a quarter of the association?s franchises. Of those, 60 percent did not answer. ?It?s amazing how much devastation,? he said. ?Just extraordinary.? Mr. Schienberg represents dealers in nine New York counties, including the five boroughs of New York.
Analysts say it is too early to speculate how many vehicles have been damaged by Hurricane Sandy but the number could exceed the about 300,000 affected by Hurricane Katrina, given the vastness of the area hit by this week?s storm. The cars damaged by Hurricane Katrina included personal vehicles as well as those on dealership lots.
Jessica Caldwell, senior analyst at Edmunds.com, said the Eastern region accounted for about 20 percent of the midsize new-car sales in the United States. ?So it?s fairly significant for such a small geographic area,? she said.
The number of damaged vehicles could reach the tens of thousands, Mr. Schienberg said, adding that 4,500 Toyotas alone were destroyed. Toyota e-mailed a statement saying in part, ?We are assessing how Hurricane Sandy affected our dealers and know a small number of dealers have sustained damage to their vehicle inventory. Many other dealers are still without power, and some may have damage to their facilities. We are doing everything we can to help our dealers recover quickly.?
Mr. Schienberg said his members usually had about $25 billion in annual sales and generated $2 billion in sales tax revenue for the state of New York. The dealerships employ 30,000 people.
Neale Kuperman, president of Rockland Toyota in Rockland County, New York, said his dealership had no power and was closed.
Although he lost no cars, he could lose hundreds of thousands of dollars in business, he said, adding that his dealership probably won?t open for about 10 days. Mr. Kuperman has 94 employees and sells about 2,200 new cars annually.
Jim Appleton, president of the New Jersey Coalition of Automotive Retailers, guessed that his dealers lost at least 1,000 new cars. Many vehicles were spared, however, because some were stored at piers on higher ground.
?From a business point of view, it?s serious,? he said. ?The interruption for some dealers will last a significant period of time. But for some across the state, it?s business as usual. Depends on where you?re located.?
He said fewer than half of the 515 stores were doing business on Thursday. At one point, three-quarters were without power.
For the next couple of weeks, inventory will be a problem, he said, adding that manufacturers might have a difficult time delivering cars to dealers. General Motors announced an assistance program for owners of its vehicles in affected counties. Those who lost their vehicles because of the storm can get an additional $500 discount on cars bought or leased through the end of the year.
G.M. estimated that the sales rate for October probably dropped by 300,000 units for the whole industry. More than half of G.M.?s New Jersey dealers were without power, according to published reports. However, G.M. said its nationwide sales were still up 4.8 percent over last October.
Still, even with all the people needing to replace their damaged cars, New York?s Mr. Schienberg said dealers would still be hurt by the aftermath of the storm.
?Even of those that are open, how many people are thinking about servicing or purchasing cars?? he said. ?There will be a tremendous loss of business all around.?
